This 185-unit rental apartment community in downtown Norfolk, encompassed the first three phases of a five-site redevelopment plan. Constructed in the early phases of Norfolk’s revitalization plan, and completed in 1999, The Heritage is an example of a public-private partnership between Collins and the Norfolk Redevelopment and Housing Authority—and a classic infill redevelopment project that brought residents back to downtown. The community’s luxury apartments and retail shops, in the historic district of Norfolk, are adjacent to the Central Business District. The project was a joint venture development with Real Estate Capital Partners of New York, and today, Clarion Partners.
